Levels of EOC Activation |
| 1 | Involves a declared disaster which requires extensive state response. The SEOC is fully staffed. The state requests implementation of the Federal Response Plan and the presence of FEMA. |
| 2 | Involves an event which is becoming, or has become, an emergency or disaster and requires significant state response and federal response. Most AEMA staff are assigned to emergency/disaster functions. The governor declares a state of emergency, and the State EOP is implemented. |
| 3 | Involves any event which has the potential to develop into an emergency or disaster and likely to require the Operations Center, stand-by team and two or three state agencies to report to the SEOC. Staffing may require 24-hour manning. Daily activities may be altered to accommodate the situation. Other state agencies may be notified of the situation. |
| 4 | Involves an event likely to be within the capabilities of local government and results in very limited need for state resources. Typical activities continue while the event is monitored. |
