Levels of EOC Activation

1Involves a declared disaster which requires extensive state response.  The SEOC is fully staffed.  The state requests implementation of the Federal Response Plan and the presence of FEMA.
2Involves an event which is becoming, or has become, an emergency or disaster and requires significant state response and federal response.  Most AEMA staff are assigned to emergency/disaster functions.  The governor declares a state of emergency, and the State EOP is implemented.
3Involves any event which has the potential to develop into an emergency or disaster and likely to require the Operations Center, stand-by team and two or three state agencies to report to the SEOC.  Staffing may require 24-hour manning.  Daily activities may be altered to accommodate the situation.  Other state agencies may be notified of the situation.
4Involves an event likely to be within the capabilities of local government and results in very limited need for state resources.  Typical activities continue while the event is monitored.
